Clerk and Recorder Announces New Chief Deputy
[Colorado Springs, Colo. – March 23, 2017] The El Paso County Clerk and Recorder is pleased to announce Mary Bartelson, Operations Manager, will assume the role of Chief Deputy effective March 27, 2017. Mary will take over the Chief Deputy responsibility from Ryan Parsell, who is leaving the County to join the State Treasurer’s Office as Deputy State Treasurer.

Mary Bartelson has been an integral part of the CAR Office since 1988. “Mary has worked with every department, Recording, Motor Vehicle, Clerk to the Board and Elections,” said Clerk and Recorder Chuck Broerman. “In 2015, she became Operations Manager and prior to that was the Purchasing and Facilities Supervisor. Mary excels at complex project management with organization, professionalism and fiscal responsibility. Her commitment to our office spans more than 25 years and her expertise in the functions of every department is invaluable to our operation and customer service.”
Some of the largest projects executed under Mary’s direction included opening the Fort Carson Branch last year, relocating the main CAR office to Citizens Service Center, and the installation of 24/7 ballot boxes throughout the County. In the past, she also took the lead in assisting with the implementation of the Powers Office (from its original Widefield location) and the opening of Union Town Center (from the Chapel Hills Mall office). In addition to special projects, Mary does an excellent job coordinating with vendors, facilities, security and other governmental entities.
Mary is involved in decisions for the Clerk’s Office and interacts with other County offices to accomplish the projects and operational goals for the Clerk and Recorder. Her relationship building and technical experience in so many areas are a testament to her ability to represent the Clerk’s Office as Chief Deputy. Mary also will continue in her position as Operations Manager.
Mary holds a certification in CERA (Certified Elections/Registration Administrator). She has been recognized with awards that demonstrate her accomplishments, including Leader of the Second Quarter in 2014, Employee of the Year in 2009 and Employee of the Fourth Quarter in 2006.
